To travel internationally even minors must have a passport to travel with their parents. Getting a passport under 18 only needs the parents permission but it will have to be both parents. Minors passports are only good for half the duration as an adult so remember that when you get your child's passport and you decide to travel again later make sure their passport is still good. They do this since when they get over the age of 18 they will get their own passport so there's no use giving a 14 year old a 10 year passport. Traveling internationally they must meet the same requirements as the parents said I need all the required visas and if there are required inoculations that need them also. When the child is traveling with a minor passport must be with a parent or legal guardian so that if anything should happen someone will be there with rights over the child. If you're a single parent traveling with a minor child then you also need to get a release form from the other parent saying you know they're traveling with their parent.
